What ETL, UL, CE and IP ratings actually mean, which markets require which certification, and how to use certificates in a project submission.
Why Certification Matters in Architectural Lighting
Every permanent commercial lighting installation passes through an approval stage — an electrical inspector, a building authority or a developer’s technical review. The certificate is the evidence that the fixture meets the safety standard the authority enforces. Without it, the fixture is not approvable, regardless of its engineering quality.
The Four Certifications That Matter Most
ETL Listing — North America
ETL listing is issued by Intertek, an OSHA-accredited Nationally Recognised Testing Laboratory (NRTL). It confirms the product has been tested against and found compliant with the applicable UL safety standard for its category. For LED luminaires in permanent commercial installation in the USA or Canada, ETL or UL listing is required at the permitting stage, and the mark must appear on the product label. Authorities Having Jurisdiction (AHJ) accept both ETL and UL listed products without distinction.
UL Listing — North America
UL listing is issued by UL Solutions (formerly Underwriters Laboratories). Like ETL, it confirms compliance with the applicable product safety standards; the two schemes are equivalent in authority — specifying ETL or UL is a matter of which laboratory the manufacturer used, not a difference in safety level.
CE Marking — Europe
CE marking indicates conformity with EU directives applicable to the product. For LED luminaires the primary directives are the Low Voltage Directive (2014/35/EU), the EMC Directive (2014/30/EU) and RoHS (2011/65/EU). CE is a manufacturer’s self-declaration supported by a Declaration of Conformity and a technical file with test reports from an accredited laboratory — the reports must exist and be produced on request from market authorities.
IP Rating — Global Standard
The IP (Ingress Protection) rating is defined by IEC 60529. It is a rating system, not a certification scheme — no body issues IP certification. The two digits describe dust protection (first digit, 0–6) and water protection (second digit, 0–9): 6 means fully dust-tight; 7 means immersion to 1 metre for 30 minutes. IP67 is the recommended minimum for permanent outdoor architectural LED installation.

How to Use Certification Documents in a Project Submission
When submitting fixture specifications for approval — whether to an AHJ, a government body or a developer’s technical team — the documents typically required are: the certificate or listing for the applicable market, the Declaration of Conformity where relevant, the IP test report, and the product datasheet showing the rated parameters. Confirm which of these the authority requires before submission.
